Derby Cup 2009 Tournament Rules and Information

April 24, 25, & 26 2009

NO PETS of any type are allowed at any Oldham County Youth Soccer-sponsored venues, including parking lots. You will be asked to remove any pet on site. Service animals are welcome.

AGE DIVISIONS
Derby Cup 2009 is for teams of boys and girls in age divisions U9 through U18.

 

FORMAT
Each team will be scheduled for at least three matches.  The two teams in each age group (some age groups may be split) will advance to the finals based on number of points won. See below for point values of matches.  All finals will be played on Sunday. All matches will be played according to current US Youth Soccer rules unless otherwise stated.

 

ELIGIBILITY
Derby Cup 2009 is a US Youth Soccer-sanctioned event. All entered teams must be affiliated with USYS and documentation must be provided to confirm. The maximum number of players is as follows:

  1. §         U9 - 6 v 6 Academy format: maximum 12 players on roster; minimum 4 players on field at all times.  This will be Academy format with no championship round.  All teams will be given participation awards.
  2. §         U10 - 6 v 6 format: maximum 12 players on roster; minimum 4 players on field at all times.
  3. §         U11 - 8 v 8 format: maximum of 16 players on roster; minimum 6 players on field at all times.
  4. §         U12 - 8 v 8 format: maximum of 16 players on roster; minimum 6 players on field at all times.
  5. §         U13, U14, U15, U16, U17, U18 – 11 v 11 format; maximum of 18 players on roster; minimum of 7 players on field at all times.

If the minimum number of players is not on the field within 5 minutes of the posted starting time of the game, the game will be forfeited. (Extenuating circumstances may be considered by head referee.)
All teams may include up to three (3) eligible guest players.
No player may play for more than one team or age group.

 

Each team must provide ALL of the following: NO EXCEPTIONS at Team Check-in:

  1. 1.        Current US Youth Soccer stamped, sealed laminated player passes for all players including guest players and everyone on the players’ side of the field - managers, coaches, assistants
  2. 2.        Current medical release forms - MUST BE NOTARIZED. If your state does not require notarized medical release forms, utilize Kentucky state form available on tournament website.
  3. 3.        Signed and stamped Team Roster (TWO copies to be kept by the tournament)
  4. 4.        Permission-to-travel forms for out-of-state teams. This form MUST be stamped by your state official
  5. 5.        A guest-player form is required for ALL guest players. 
  6.  

PLAYING TIMES
U9 and U10 will play 25-minute halves
U11 and U12 will play 30-minute halves
U13 thru U18 will play 35-minute halves

 

PROCEDURE

The first team listed is considered the home team. The home team will resolve any color conflicts.
U9 age groups teams will be in a round robin Academy format with no championship round.
In the final round, in the event of a draw at the end of regulation play, age groups U10, U11, U12, U13 and U14 will play two, 5-minute periods of overtime. Age groups U15, U16, U17 and U18 will play two, 10-minute overtimes. If the score is still tied at the end of the second overtime, FIFA-rules penalty kicks will decide the match. All matches will have a 5-minute halftime interval. The tournament director reserves the right to alter match times, shorten matches, and eliminate matches in case of inclement weather. It is strongly recommended that your team warm up in areas adjacent to your upcoming match. Limited time will be available between matches. The top two teams with the most points from preliminary competition will advance to Sunday’s championship matches. Finals matches will have full-length halves.

 

OTHER RULES

  1. §         U9 play will have no offsides and have a one referee system.
  2. §         A coach from each team MUST sign the game scorecard. See the Field Marshal or Referee after the match to sign the scorecard. Failure to do so may result in forfeit. Player cards will be returned upon receipt of coach’s signature on the scorecard.
  3. §         The decisions of the Tournament Director are final and not subject to appeal.
  4. §         Home team is the first team listed and calls the toss.

 

DIVISION WINNERS AND WILD CARD TEAMS

  1. §         U9 age groups will be Academy format with no championship round.  All teams will be given participation awards.
  2. §         For ages U10 thru U18:
    Each team will be awarded three (3) points for a win and one (1) point for a draw in the preliminary matches. The division winner will be the team with the most points after all preliminary matches are completed. In the event that two or more teams are tied on points at the end of preliminary plays, the tie-breaking rules are as follows:
    1. 1.        Winner of head-to-head competition (does not apply if more than two teams are involved.)
    2. 2.        Most wins.
    3. 3.        Bonus points – awarded for the difference between goals scored for and goals scored against up to a maximum of three (3) per match. (Example: 6-3 and 3-0 victories each earn 3 bonus points.) Only positive points count toward bonus points. (Do not subtract.) Additional Bonus point awarded for a shutout.
    4. 4.        Fewest goals against.
    5. 5.        Team with fewest accumulated cards during the preliminary matches.
    6. 6.        Penalty kicks - The FIFA penalty kick procedure will be used to determine a winner.

If more than two teams are tied, the sequence will be followed until a team is eliminated. If only two teams are still tied, the sequence will start with Point “A” until the tie is broken. The wildcard team will be the team from any division, which, after the division winners have been decided, has the highest win/tie total points. In the event of a tie, the above-listed priorities will assume.

 

SUBSTITUTIONS
Substitutions will be unlimited and made at the discretion of the referee:prior to a throw-in by your team; prior to any goal kick; after a goal by either team; at half time; in the event of an injury, if the team with the injured player exercises its right to substitute, the opposing team will be allowed to substitute one for one.
 
CONDUCT
Alcoholic beverages are prohibited from ALL locations where tournament play takes place, including parking lots. Violators will be subject to criminal prosecution. Professional law enforcement officers are present on both complexes at all times.

 

Players, coaches and spectators are expected to conduct themselves within the spirit of good sportsmanship. Fans should stay on the side of the field opposite their team – PLEASE AVOID the other team’s spectator area.
Ejection from the match and/or the Tournament includes all physical locations where the tournament is being conducted. Referees, field marshals and the Tournament Director may order ejections. Displays of temper or dissent are strictly disallowed and could result in a coach’s ejection if uncontrolled. If you have a problem with the referees, please bring it to the Tournament Director’s attention immediately by contacting any Tournament Official. Coaches are responsible for their players, staff and supporters.
NO ONE may enter the field of play regardless of the circumstance unless that person has been given permission by the referee. Both teams – players and coaches – will be on the same sideline. No coaching will be permitted within 18 yards of the goal line or behind the goal line.  Spectators of both teams will take the opposite side of the field. No one is allowed behind either end line when a match is in progress.

 

WARNING AND EJECTIONS

Red cards
Receiving a red card for any reason, by player or coach, results in disallowance from participation in the next game.  No substitution will be made for an ejected player for whom a red card was issued, during that match (Law 12.) The Tournament Director reserves the right to extend any disqualification pending the match report.
Yellow cards
Players receiving their first yellow card of the match may remain in play (Law 12.) Two yellow cards issued to the same player within one match is the same as a red card – see above. Yellow cards do not carry over from match to match.
 
DISQUALIFICATION
Teams may be disqualified for:

  1. §         Lack of all proper papers as described and required in the rules. All paperwork must be current, legible and presented on time and as needed.
  2. §         Lack of current, laminated Player ID cards stamped by a State Registrar
  3. §         Fielding fewer than the minimum number of required players more than 5 minutes past the scheduled starting time for the match.
  4. §         Persistent and/or calculated team-wide misconduct, and/or conduct that bring the match to disrepute as judged solely by the Tournament Director.
  5. §         Cautions apply only to the current match.
  6. §         The Tournament Director reserves the right to extend any disqualification pending the match report.

 

FORFEITS
Any team that fails to complete a match, leaves the field of play during play or fails to provide the minimum number of players for a game within five (5) minutes of its scheduled start time will be scored as having forfeited the match. Teams that deliberately forfeit a match are eliminated from the tournament.
The team winning the forfeit will be awarded the one goal for the win. The opponent's score will be recorded as zero. This score will be considered the official score in case goal differential is necessary to decide a group winner.  The Tournament Officials reserve the right to decide all other matters concerning a forfeit.

 

PROTESTS
No protests are allowed over referees’ decisions. Only protests that concern Laws of the Game and ineligible players will be considered. All protests must be submitted in writing and in English to the Grievance Committee at the Tournament Headquarters Room within three hours of the end of the match with a $350 non-refundable cash fee. No checks or credit cards will be accepted. After hearing evidence from all parties, the Grievance Committee will make a recommendation to the Tournament Director. All decisions of the Tournament Director will be in the best interest of the game and may not be further appealed.

 

INCLEMENT WEATHER
PLEASE NOTE: Teams should have on Tournament record at least two mobile-phone contact numbers for direct communication with Tournament officials. These numbers should be provided with the application - please have the team manager provide these numbers, in prioritized fashion, at registration.

The Tournament Director reserves the right to order the following changes in the event of inclement weather:

  1. §         Relocate and/or reschedule a match
  2. §         Reduce the scheduled duration of a match
  3. §         Change division structure
  4. §         Cancel a match
  5. §         Cancel any or all matches

 

Under no circumstances whatsoever will the Tournament Committee, including Thoroughbred Soccer Club and Oldham County Youth Soccer, its affiliates, sponsors or members be responsible for expenses incurred (including tournament entry fee) by any team. This includes the unfortunate situation whereby the tournament or any match is cancelled in part or in whole. Entry fees are nonrefundable. In the event of inclement weather forcing playing times to be altered or preventing matches from being completed during the scheduled times, the score will stand if at least one half has been played. In the case of matches halted prior to the end of the first half, the Tournament Director reserves the right to declare the match final, thereby counting the score at the time the match was halted. Regardless of weather conditions, teams and coaches must be at the match site and ready to play at the time the match is scheduled. Failure to appear constitutes forfeit. Coaches must exercise extreme caution regarding where to wait in the event of inclement weather. No one may be on or near the field if the match is called or halted due to weather!

Should inclement weather or field conditions prevent the completion of matches during the tournament; the following procedures will be used to determine the final places of teams within a bracket:

  1. §         If any team within an age division has completed fewer than two matches, all teams within the age division will be evaluated based on the first match. The team with the best record will be deemed the Champion. The team with the second best record will be the Finalist.
  2. §         If any team within an age division has completed fewer than three matches, teams within a group will be evaluated based on the first two matches. The team with the best record in each group will be deemed the winner of that group. The team with the best record will be deemed the Champion. The team with the second best record will be the Finalist.
  3. §         If all teams within an age division have completed three matches, the team with the best record is declared the Champion. In the event of a tie, the criteria detailed above will be used to determine the Champion.
  4. §         If weather or field conditions prevent the use of penalty kicks, a coin flip will be used to determine the Champion. The home team calls the toss.

 

SCORES:
Scores will be posted as quickly as possible. HEAD COACHES AND TEAMS MANAGERS ONLY may report alleged discrepancies to posted scores at Tournament Headquarters prior to their next match.

REFEREES
USSF three-person referee crews will be used for U10-U18. U9 play will have a one referee system. See below for referee contacts and other information for referees.
